The Franchise
Voting: Expansion of We, the People
Citizenship, Enfranchisement, Access, and Representation in the United States
Before attempting to answer any question, Candidates should read the whole of the Paper carefully.
Every Candidate should answer NINE questions (AND NO MORE), namely, Questions 1 and 2, ONE other question from Section I., TWO questions from Section II., TWO questions from Section III., ONE question from Section IV., and ONE question from Section V.
Candidates are reminded that citizenship and the franchise are not synonymous. Full credit will not be given where possession of citizenship, legal enfranchisement, practical access to the ballot, and political representation are treated as interchangeable.
Mere recitation of dates will receive little credit where explanation is required.
The whole Paper may be read before any question is attempted. Written work is kept upon this device as you write, and will not be lost if you leave and return.
